PPWR Packaging Compliance in the EU: How Hoffee Keeps Barware & Coffee Drinkware Imports Compliant

2026-08-28

Since 12 August 2026, Regulation (EU) 2025/40 — the Packaging and Packaging Waste Regulation (PPWR) — has applied across the EU. For importers of barware, coffee drinkware and hotel supplies, this raises practical questions: What packaging documents will EU authorities expect? How do I prove compliance? Will my supplier support me?

At Jiangmen Hoffee Hotel Supplies CO. LTD., we built our export packaging and documentation system around the packaging Bill of Materials (BOM), so your imports can stay compliant — and fully documented. This article explains what PPWR means for your category and what we have already prepared.

PPWR at a Glance

PPWR entered into force on 11 February 2025 and became generally applicable on 12 August 2026. As a regulation — not a directive — it applies directly and uniformly in all EU member states, covering all packaging placed on the EU market, including packaging that travels with imported goods.

Under the EPR (Extended Producer Responsibility) framework, an EU importer is treated as a producer for the packaging they place on the market. In practice, you should be able to show that the packaging around the goods you buy meets the regulation. Key requirements include:

  • Heavy metals (Pb, Cd, Hg, Cr(VI)): sum concentration ≤ 100 mg/kg
  • PFAS restrictions for food-contact packaging
  • Recyclability (minimum Grade C; ≥ 70% by 2030 where applicable)
  • Recycled content targets for plastic packaging
  • Packaging minimisation obligations from 2030
  • Technical documentation and an EU Declaration of Conformity (DoC)
  • EPR registration in each member state

The European Commission has also published implementation guidance, and enforcement is expected to strengthen as the rules bed in.

Why PPWR Has Limited Impact on Barware and Coffee Drinkware

Our core product range — Cocktail Shakers, jiggers, wine glasses, coffee cups, serving trays, ice buckets and similar hotel supplies — consists of durable, reusable drinkware and serving articles. These are goods, not single-use packaging. PPWR regulates packaging placed on the market; it does not reclassify reusable drinkware as packaging.

Our standard packaging is simple and low-risk by design: single-material corrugated cartons, paper pads or pulp dividers, PE bags where required, and water-based or soy-based inks without heavy-metal coatings. We do not use multi-layer laminates or PFAS-based coatings on outer packaging, and we avoid false bottoms and unnecessary void space. For customer-specific packaging that directly wraps food- or beverage-contact products, we can provide relevant test reports or recommend mono-material alternatives.

How We Have Prepared

Compliance is not a new topic for us. Our manufacturing base in Jiangmen, Guangdong — the heart of China's stainless steel industry — has produced barware and coffee accessories since 2017, with 37 machines, 1,000+ SKUs and 105 new designs a year. Our export team already operates under verified compliance frameworks: SGS food-contact reports covering EU 1935/2004, German LFGB and US FDA GRAS, with 22 heavy metals at not-detected levels; an amfori BSCI audit (LRQA, 10 of 13 areas rated A); and INTERTEK Verified Supplier status. EU and North America account for 63% of our export revenue, so packaging compliance for European importers is part of how we ship every day.

On packaging specifically, we have:

  1. Packaging BOMs for all product lines — covering every SKU and every packaging level, from retail box to pallet
  2. Supplier material data — recycled content certificates and supplier declarations from our packaging suppliers
  3. Third-party testing — heavy metals on packaging materials, plus PFAS where food-contact packaging applies
  4. Recyclability assessments for standard packaging types
  5. Custom packaging design support — volume reduction, replacing composites with mono-materials, and packaging minimisation targets
  6. EPR registrations in multiple EU countries
  7. EU DoC and technical documentation templates ready for fast issuance per shipment, with GPSR integrated where required

We also provide a practical Packaging Materials Checklist — a tick-box form covering the 18 packaging elements we use (retail boxes, poly bags, tissue paper, EPE foam inserts, outer cartons, stretch film, wooden pallets, sealing tape, strapping bands and more), each matched to its material type and resin/grade code. You can confirm exactly which materials apply to your order and which documents you need.

The Documentation Pack You Receive with Every Order

When you place an order or request a quotation, our export team can provide a packaging compliance pack that includes:

  • Packaging BOM per SKU or order
  • Heavy metal test reports (Pb, Cd, Hg, Cr(VI))
  • PFAS test reports where food-contact packaging applies
  • Recyclability evaluation report
  • Recycled content supplier declarations
  • Packaging minimisation statement
  • EU Declaration of Conformity (DoC)
  • EPR registration numbers where applicable
  • Material composition statements

We can also work with your preferred third-party laboratories or document formats. We recommend confirming in writing which PPWR clauses you need us to cover, so your file is complete the first time.

What We Can Support

PPWR has made packaging compliance more visible — but it does not have to disrupt your supply chain. Our product range is naturally low-risk, and our packaging system is aligned with the new rules. We are ready to support:

  • New orders — PPWR-compliant packaging from the quotation stage
  • Existing orders — retroactive documentation on request
  • Custom packaging projects — mono-material design or recycled content
  • EU importers — clear, organised technical files for their own compliance records

If you import barware, coffee drinkware or hotel supplies into the EU, send us your inquiry or upcoming project list. We will respond with a PPWR documentation checklist and a quotation, so you know exactly what your packaging file will look like before you commit. At Jiangmen Hoffee Hotel Supplies CO. LTD., we do not just supply products — we help you manage the compliance behind them.
